Abstract
Purpose. This study had two purposes: (1) to examine whether teacher evaluation in Gary (Indiana) is perceived by elementary, middle, and high school teachers and principals as accomplishing its stated purpose of improving the practices of elementary, middle, and high school teachers, and (2) to examine if school classification (elementary, middle, or high school) and job title (teacher or principal) affect the perceptions of teachers and principals. Method. The sample was composed of 152 teachers and 55 principals from all Gary public elementary, middle and high schools. A questionnaire based on the Gary Teacher Evaluation Design was developed by the researcher for data collection. The questionnaire was composed of twenty-one items and incorporated a modification of the Likert scale. A two-way Analysis of Variance was used to test the seven null hypotheses relative to the perceptions of elementary, middle, high school teachers and principals. Results. Two null hypotheses which related to classroom management and purpose of teacher evaluation were rejected for job classification. The remaining five which related to instructional planning, instructional delivery, evaluation of student progress, human relations skills, and professional responsibilities were accepted. There were no significant differences in perceptions by school classification or by interaction of job title and school classification. Conclusions. Two major conclusions were drawn from this study. There is a difference in the way teachers and principals perceive the evaluation process with regard to providing assistance which enables teachers to improve classroom management. There is also a difference in the way teachers and principals perceive the evaluation process with regard to accomplishing the purpose of evaluation. In all other areas tested, the level of agreement was marginal; therefore this researcher concluded that the Gary Community School Corporation is not fully realizing its stated belief that teacher evaluation will improve teacher performance.
