Abstract

The purpose of this study was to determine the perceptions of Indiana superintendents regarding utilizing the services of a clerk of the works, a construction management firm, or an in-house project manager to provide project oversight for school corporations. The study identified 20 responsibilities in 3 different categories. Budget management capabilities, communication skills, and expertise in construction management were incorporated into a research survey. The degree to which superintendents perceived how the three construction managers would perform each of these tasks was compared to years of experience in their present position, the emollment of their corporation, and the assessed value per student in their corporation. The population was public school superintendents in the state of Indiana. The population was derived from the 2004-05 Indiana Association of Public School Superintendents membership list. The study found that a main effect of skill on the three professions, clerk of the works, construction manager, and in-house project manager, was significant. The Indiana superintendents rated the clerk of the works highest, the in-house project manager second, and the construction manager lowest in regard to utilizing their services to oversee school construction projects. The study also found no significant difference in Indiana superintendents' perceptions regarding utilizing the services of a clerk of the works, a construction manager, or an in-house project manager to oversee project management with respect to small, medium, or large corporations, years in the present position, or assessed value per student.
