Abstract

In an era where innovation and adaptability are critical to institutional success, the practical training and development of employees in higher education organizations have become essential. This study examined stakeholders’ perceptions of cloud-based Training Management System (TMS) implementation within California Higher Education systems, including both the California Community College (CCC) and the California State University (CSU). Although a TMS offers substantial benefits for administering training programs, large systems face challenges due to uneven adoption across campuses, leading to inefficiencies, regulatory non-compliance, and hindered workforce development. This research identified and evaluated technology, organizational, and environmental critical success factors influencing TMS implementation at the campus level, focusing on organization size, multi-campus district affiliation, and regional variations. Using quantitative data from a survey of training area coordinators, professional development experts, and information technology professionals, the study examined the relationship between critical success factors and organizational characteristics to provide actionable insights for administrators aiming to standardize and enhance employee training programs across campuses. The findings contribute to the broader literature on TMS implementation in higher education, offering a scalable framework that other institutions and vendor partners can adapt to improve training and development (T&D) delivery. Additionally, this study supported the strategic objectives of organizations to ensure regulatory compliance, equip the workforce to meet the evolving demands of higher education, and ultimately enhance organizational effectiveness and future readiness.
