Abstract

The purpose of this research study was to identify factors that lead to a positive relationship between school boards and superintendents and the overall importance of this relationship. Furthermore, this study looked at conflict resolution between school boards and superintendents and the influence of this relationship on student achievement. Two rounds of surveys were mailed to superintendents and board members in the State of Indiana; each had a minimum of 10 years of service in this capacity. Eleven superintendents and eight board members took part in this study. No participants were from the same school corporation and different demographic and geographical areas of the state were served. Both rounds of surveys were mailed to each participant either through U.S. mail or individual email addresses. Communication was mentioned by both groups as being a crucial factor for a successful relationship. Many mentioned the concept of no surprises” as being an agreement by which all should operate. Also, communication from the superintendent should be frequent and include all members, and often the board president could be communicated with more frequently than the rest of the board. Conflict resolution is another factor that was explored. The establishment of trust and open and transparent communication were both factors that were mentioned as helping with conflict resolution when it arose. According to many participants, when all involved understand their roles and follow the chain of command conflicts can often be limited. Both groups were asked about the impact of their relationship and student achievement. Consensus was reached that when this relationship was positive, then the school corporation overall operated in an effective manner. Many mentioned that if both sides understood they were in this role to do what was best for students, then they observed a successful district. Board members were asked about what qualities they looked for when hiring a superintendent. Traits, such as good communicator, honesty, integrity, openness, and knowledgeable, were all mentioned. Overall, board members want a superintendent who can lead and take the school corporation in a positive direction. Most indicated a clear understanding of a positive relationship and the impact that it has on the success of the district.
