Abstract
Purpose. The major purpose of this study was to examine the differences in perceptions of elementary, middle, and high school teacher and principal plan team members relative to what extent the site-based management process has been implemented in the School City of Hammond. Areas of site-based management that were examined were the decision making process; financial support from central office; determining staff development needs; determining the goals and objectives of each school; and the delegation of responsibilities for general building management. Method. The population in this study consisted of teacher and principal plan team members from each of the twenty-three school buildings in the School City of Hammond. A two-way Analysis of Variance was used to test the five null hypotheses relative to the five areas of site-based management in the School City of Hammond. A Duncan's Multiple Range Test with a significance level of.05 was also performed as a basis for accepting or rejecting a null hypotheses. Results. The data analysis focused on the perceptions of teacher plan team members and principals relative to the implementation of site-based management in the School City of Hammond. Differences were found in school type, job description, and/or the interaction effect in four of the five null hypotheses. Conclusions. From my research of the literature and the stated findings of this study all indication relative to the areas of decision-making, financial support from central office, determining goals and objectives, and the delegation for general building management need immediate attention if the School City of Hammond plans on any future success with the site-based management process. Conclusions for the implementation of the site-based management processes are specific to the School City of Hammond, and should not be generalized to all school corporations.
