Abstract

This report presents a comprehensive plan to revitalize a historical building in Clinton, which has long served as a community hub. Originally home to a JC Penney store, the building now functions as an event space and a public resource, including hosting the Kids Kare facility that provides daycare and learning support for children. The city’s goal is to preserve the building's legacy while enhancing its role in the community by introducing new features that promote economic growth and broaden its accessibility. Our team worked closely with city staff to explore opportunities for expanding the building’s use while preserving its key functions. The primary recommendation is the creation of Clinton’s Community Market, a vibrant, inclusive space for local vendors to showcase their products, from food to crafts. This market would support local entrepreneurs, encourage community engagement, and help revitalize the historical building. In addition to this, we propose enhancements to the event facilities, including kitchen upgrades and improved spaces for gatherings, as well as improvements in accessibility and outreach to ensure that the building serves the entire community. The findings from our research revealed that the building’s current use is underutilized, and there is limited awareness about its availability. To address this, the report outlines strategies for marketing the building’s facilities, improving physical accessibility, and implementing an online booking system. The phased implementation plan includes securing resources, renovating the space, and launching a comprehensive marketing campaign to ensure the success of the revitalization efforts. Key benefits of this project include the support of small businesses through the Community Market, enhanced community engagement with updated event spaces, and increased foot traffic that will contribute to local economic growth. The project will ensure that the building remains a cornerstone of community life while adapting to modern needs, ensuring its relevance for generations to come. In summary, this project offers a sustainable and multifaceted solution that balances the preservation of the building's historical significance with new opportunities for economic and social development. By implementing these recommendations, the city can transform the building into a thriving, accessible space that fosters local business success and strengthens community bonds.
